René Sève, The measure of public Order
The author analyzes the notions od public orders of protection and direction from the notion of externalities by considering public order as a form of risk management. In this perspective, he suggests to give all the room it needs to the principle of proportionality through a greater development of budgetization by performance seeking its inspiration in socio-economical assessment.
