Bernadette Malgorn, Public Order and Territorial Powers
Within the more and more segmented territory of the Republic, it is becoming more and more difficult for civil authorities of the city police, mayor or préfet, to appreciate what is the right law and order. The occupation of the space and the conflicts stemming from them are badly anticipated by urbanism planning as illustrated by the big gatherings of people, the helplessness of the countryside and the sensitive neighborhoods. Public order must be exercised in the proximity but with the right zonal control.
