Guillaume Drago, Public Order and the French Constitution
The notion of public order is expressed in several ways in the French constitutional norm. Sometimes habilitation norm, sometimes way to arbitrate between antagonistic constitutional principles, public order is a goal of constitutional value mandatory for the lawmaker and likely to limit the exercise of various freedoms. More fundamentally, French Constitution appears, by nature, as a rule of public order.
