Paper's abstract

Pierre Bellanger, Digital sovereignty and public order
The author begins by reminding us that the internet is becoming society as a whole and that this global territory is controlled by private societies, mostly American. The challenges thus defying public order, of which the author gives several illustrations, require the restoration of a real digital sovereignty. In order to achieve this goal, the author suggests the State should authorize ciphering protocols, fight tax evasion of companies dealing with big data, and compel them to host their servers in France or Europe.

Key Words : internet, sovereignty
