Philippe & Nadim Baumard & Kobeissi, Algorithm and Public Order
Philippe Baumard and Nadim Kobeissi examine the relation between freedom, transparency and security. Reconsidering the invalidation on the 6th October 2015 of the "Safe Harbor" agreement by the Court of Justice of the European Union and on the implications of the Volkswagen case, the authors untangle the links said inextricable between the notions of digital sovereignty, individual and public freedoms and security. The two authors thus consider that the prospect of a better transparency, exactly managed could defeat the efficiency of the market, but without relinquishing it, as well as an excessive regulation or the opacity of a digital economy based on industrial secrecy and secret of the algorithms.
