Johanna Etner, Understanding Better Behaviors in a Situation of Uncertainty: The Contribution Of Decision Models
Individual and collective behaviors in case of uncertainty can be irrational or change over time as a result of new information or events more or less related to these uncertainties. This raises the question of the means available to public authorities to prevent and manage these situations. In this article, we focus on the behavior of individuals in an uncertain environment, highlighting the way in which population may perceive these uncertainties and the information coming from various sources. We review the economic literature on behavior and decision-making in an uncertain environment in order to highlight the difficulties of implementing policies, particularly those that encourage prevention.
