Gilles de Margerie, State and Time: Precaution, Prospective and Planification
Globalization subjects the essence of human activities everywhere to the same temporality: hence the sense of acceleration and loss of control over their destiny that citizens in many countries say they feel. However, forecasts of climate, demographics and production structures help to reduce the uncertainty of possible futures. Public action can and must be based on these analyses in a reasoned manner in order to make consciously long-term choices. This new form of planning will only succeed within the framework of a renewal of democratic practices, which will itself have to imagine how to articulate new methods of participatory democracy following the classical rules of representative democracy.
Public action will also have to find the means to take into account movements that make their objectives categorical moral imperatives and are not necessarily ready to take into account other considerations, and to build compromises. Finally, not all extreme hazards can be anticipated; but it is possible to make their anticipation and prevention more methodical and systematic, as well as to prepare for the actions to be taken when they materialize - this is the purpose of national risk assessment approaches.
