Jean-Philippe & Omar Melchior & Zanna, The Precautionary Principle To Fight Against Radicalization In The Carceral Environment: A Risky Measure!
This contribution analyzes the two risks faced by prison administration and its staff, particularly the guards, in their fight against radicalization: the risk of insufficient protection of society against undetected conversions that could lead to violent acts of a terrorist nature, on the one hand, and, on the other hand, the risk of systematic reporting that could lead to a reinforcement of the feeling of discrimination among some inmates and, paradoxically, constitute a favorable ground for the development of violent radicalization. In order to overcome these two risks, it is proposed, based on field data, a balanced application of the precautionary principle, which should be based on better staff training through the practice of cross-interpretation, among other things.
