Marietta Karamanli, The Precautionary Principle
The precautionary principle is a recent principle increasingly infusing law and rights in various fields of public life. It modifies what is expected of decision-makers and public officials when taking measures to avoid or limit the risk incurred or diminish the rights to security of citizens and individuals. One of the challenges facing decision-makers is to base their decision on an opinion, recommendation or scientific expertise deemed independent and objectively based on knowledge. To make the public debate prior to the decision to be taken presupposes conditions such as transparency, collegiality, contradictory debate, doubt, or the inclusion of decisions in time and its horizon, ultimately referring to a re-evaluation.
