René Sève, Observations on the Ethics of the Division of Administrative Work
In opposition to a naive representation of an homogenous State, defending the general interest or, for others, overwhelming entitiy, the author aims at pinpointing the divisions, if not the disorders in the administrative machinery which is partially organised according to a competitive principle.
