International institutions form a whole of very unequally advanced building sites. The stakes are high: the point is to build a global social pact. These institutions can be positively assessed but the vague and extreme expectations put into them (peace, prosperity, justice) doom them to disappoint. These institutions control and discipline the States but they must live with them. Hence a chain of challenges when reforming these institutions which need a very definite type of State. These institutions call for regulations and solidarities but, in every field, several views conflict. And the ultimate challenge is definitely that of the planetary policeman. The Security Committee of the United Nations is the institutional police force but can only have a will if its members agree to its having one. Under these circumstances, the international institutions will make the best of self-proclaimed policemen.
